ABOUT SHAPE-SEA PHASE 2Building on lessons learned from and the gains of Phase I (2015-2021), the overarching vision of SHAPE-SEA Phase 2 is to instill a culture of human rights and peace in Southeast Asia through applied research, education, inter-sectoral partnerships, and policy advocacy. Furthermore, the programme, based in Bangkok, Thailand, aims to contribute to a “new and better normal” that not only recognizes and addresses diverse lived experiences, but also allows for the full protection of human rights of Southeast Asian peoples and the improvement of the peace situation in the region. SHAPE-SEA shall then play a role in:

  • producing, problematizing and disseminating knowledgeon critical issues in the region and institutionalizing human rights and peace in higher education.
  • engaging a wide range of stakeholders to enhance their role as well-informed, skilled, and active change agents.
  • integrating a rights-based approachtowards the achievement of academic freedom, gender equality, poverty eradication, and environmental protection.

The programme shall also ensure:

  • more capacity developmentand opportunities for researchers and scholars in Southeast Asia, particularly from low income/ academically developing countries, to enable them to contribute to existing knowledge on human rights and peace, and be competitive enough to obtain funding, conduct research and produce & disseminate knowledge.
  • more resources to transform research outputsinto documents that can influence, answer, and persuade different populations of the importance of building a culture of rights and peace.

Core Management Team

Programme Director Detailed Job Description

  • Provide strategic and substantial leadership in the implementation of activities and projects across three research components
  • Lead in the planning, organizing, coordinating, monitoring and evaluating SHAPE-SEA programs and activities, including developing ideas, frameworks, innovations
  • Ensure delivery of quality outputs and outcomes based on strategies produced by Governing Board, and approved plans/concept notes by project beneficiaries
  • Lead the preparation and finalization of narrative report on programmes and activities implemented
  • Work with the M&E Manager to refine and finalize activity documentation processes and protocols.
  • Ensure check and balance mechanism in terms of quality of content and timeliness in the delivery of activities.
  • Ensure that the annual programme is efficiently implemented, coordinated, monitored and evaluated, based on the approved plan.

Requirements:

  • PhD in a relevant field.
  • Minimum 5-7 leadership in academic research work;
  • Understanding of the overall socio-political situation as well as human rights situation in the Southeast Asian region and good knowledge of the current socio-political situation in Asia.
  • Ability to work successfully as a team leader in a multicultural and demanding working environment with cross-programme coordination.
  • Good problem solving and analytical skills
  • Excellent communication skills in English

Desirable Qualities:

  • Academic experience field of human rights, peace or a related subject such as politics, social sciences, international relations, international law, development studies or Southeast Asia studies.

  • Ability to communicate in least one Southeast Asian language.
  • Ability to work under pressure, multi-task and manage team deadlines.

  • Full Time position; However, the person may currently be affiliated with an academic institution (preferrable based in Bangkok). Fair and just work arrangement with SHAPE-SEA (60-70% minimum).
Operations Director Detailed Job Description

  • Oversee daily PMO operations and implement processes related to human resource management.
  • Responsible for finalizing and implementing SHAPE-SEA’s financial policy and procedures.
  • Provide leadership to Operations team with regards to the day-to-day finance and administration requirements
  • Convene strategic meetings with with Operation staff re: the translation of annual plans into specific activities
  • Work with Executive and Program Directors in formulating annual implementation plans and calendar
  • Work closely with the Programme Director in monitoring the implementation of the activities and annual plan, and budget usage/ spending
  • Prepare annual narrative reports, referencing how the policies were implemented
  • Ensure that finance and administrative documentation system is in place, a is updated

Programme/Operations Staff

Communications Manager Detailed Job Description

  • Support the Executive Director in ensuring strategic delivery of external and internal communications, campaigns, and media work of SHAPE-SEA, focusing on digital engagement strategies
  • Plans and manages resources; supervises suppliers, external contractors, service providers, and partnerships
  • Works with Executive Director in decision-making and problem-solving related to SHAPE-SEA’s external messages and communications functions, while adhering to SHAPE-SEA values and protocols,
  • Provides advice on communications, campaigns, and media for SHAPE-SEA and its partners.
  • Makes complex technical information accessible, understandable, and usable by non-specialists
  • Delivers high-quality internal communications materials and develops an effective information management system, focusing on horizontal sharing and learning

Requirements:

  • Bachelor’s degree in a relevant subject such as media and communications or internationaldevelopment or social policy
  • Minimum of 5 years of experience in media and communication roles, with at least 3 years’ experience in using digital platforms for campaigning and influencing
  • Strong oral and written communication skills, including high-level presentation, lobby, and media experience
  • Demonstrated experience of integrating gender and diversity issues into influencing work
  • In-depth knowledge of digital and social communication and writing for social media (social networks, web platforms, blogs)

Monitoring and Evaluation Officer Detailed Job Description

  • Development and implementation of Outcome Mapping monitoring, evaluation and reporting system with detailed guideline for its implementation
  • Planning, Management, Reporting and data analysis together with developing and implementing comprehensive M & E Strategy for the Programme;
  • Facilitation of knowledge building and M&E tools for the programme
  • In liaison with the Programme Director, review M&E plans for various activities and other monitoring, evaluation, research and learning tools for consistency with M&E needs.

Finance Manager Detailed Job Description

  • Manage the day-to-day Finance matters and transactions
  • Align with the Operations Director on matters regarding activities implemented,, as reflected in the approved calendar and budget
  • Ensure finance and administrative features of activities are being implemented consistently with the approved policies and budget
  • Work with Operations Director in monitoring and managing the resources and preparing the necessary contracts regarding externally organized activities or projects awarded to third parties
  • Support the Operations Director in communicating with the SIDA Finance Team, especially the comptroller, to ensure clarity and compliance with SIDA finance policies and protocols

Finance and Administrative Assistant Detailed Job Description

  • Work closely with Finance Manager to ensure that the finance system is implemented as per the program plans and budgets
  • Work on monthly tasks of bookkeeping, accounting and preparation of financial report for auditing such as Trial Balance, Profit & Loss a/c, Balance Sheet for each programme period
  • Assist the programme in improving finance and accounting systems and PMO skills and knowledge in order to accommodate diverse needs/demands of next programme phase and skills based on systems audit findings
